During a Citrix / RDP Login the desktop background appears indefinitely. All Log-ins with roaming profiles hang before the
profile loads. Logins get a desktop color background with no start button or icons but Local non-roaming profile Logins succeed.
Slow Login Internet Explorer Branding Policy

Symptom: During a Citrix / RDP Login the Applying Internet Explorer Branding Policy the login hangs for about 10 – 15 seconds.
Solution: Steps 1 through 4 is everything that was supposed to work. Step 5 is what actually fixes the problem.
Make Sure your using the latest ADM for Internet Explorer
Make Sure External Branding is Disabled [...]
